File Number: 17-410 <br />building energy use. <br />These policies can have a significant impact on San Leandro’s carbon footprint, but deeper <br />reductions will be necessary to reach aggressive targets beyond 2020. San Leandro is <br />currently working with StopWaste to develop a framework for reducing greenhouse gas <br />emissions 50% from current baseline by 2030 and 80% by 2050, targets set by the California <br />Air Resources Board (CARB). To reach these ambitious new goals for 2030 and 2050, deep <br />cuts in carbon emissions are required. Cities must expand their focus to access hard-to-reach <br />measures such as fuel switching, investment in renewable energy and materials re-use in an <br />ambitious de-carbonization approach. The State of California and several cities nationally and <br />worldwide have made such commitments. San Leandro hopes to partner with other small <br />cities in Alameda County to create a CAP 2.0 that will enable smaller communities to achieve <br />these deep carbon reduction targets. <br />Now that San Leandro has completed its 2015 emissions inventory, and the results reported <br />to the CDP/Global Covenant of Mayors, staff will focus on engaging in public outreach efforts <br />to create stakeholder momentum behind climate action. The work will also include policy <br />research on best practices, coordination of community meetings to evaluate concerns and <br />potential support for these actions, and assistance in preparing updates to City Council on <br />progress. <br />With the results of the Hazard Assessment report, coordination with other city departments <br />and functions such as Engineering & Transportation, Community Development, and <br />Emergency Management will be conducted to plan for actions and investments needed to <br />confront climate hazards in the medium- to long-term.
