Assessor's Parcel Number <br />75-47-57-2; Westlake Development Partners, LLC (Applicant and Property <br />Owner). <br />SUMMARY AND RECOMMENDATIONS <br />On April 7, 2014, the City Council approved the San Leandro Tech Campus <br />(PLN2013-00045), a Planned Development and Site Plan Review to develop a three-phased <br />office/technology campus with up to a maximum of 500,000 square feet of office and other <br />related uses located in multiple buildings on the seven acre project site west of the BART <br />station and owned by Westlake Development Partners, LLC (Westlake). The project is now <br />proposed to be revised to include a residential component. The City Council’s prior approval <br />conditioned that any future residential component in the project requires Planning <br />Commission and City Council approval. <br />The proposed mixed-use residential project complies with the Zoning Code and the City’s <br />Downtown TOD Strategy. The proposed project will provide much needed new housing and <br />helps the City meet its State Regional Housing Needs Allocation Housing goals, particularly <br />for market rate housing, under the General Plan Housing Element. <br />The Planning Commission and staff recommend the City Council approve the proposed <br />project through the attached Resolution that makes the following actions: <br />A. Adoption of finding that the proposed project is consistent with the assumptions for the <br />project site as presented in the Downtown TOD Strategy EIR and that the proposed <br />project does not result in any new or significant impacts or increase the severity of any <br />Page 1 City of San Leandro Printed on 7/11/2017 <br />86
