City of San Leandro <br />Meeting Date: July 17, 2017 <br />Resolution - Council <br />Agenda Section:File Number:17-407 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Cynthia Battenberg <br />Community Development Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:RESOLUTION Approving Amendment No.1 to the FY 2010-2011 U.S. <br />Department of Housing and Urban Development (HUD) Annual Action Plan to <br />Re-allocate $100,000 in CDBG Funds Originally Intended for a Proposed <br />Childcare Center by BRIDGE Housing ($10,000 for renovations to the Luella <br />Fuller Home and $90,000 for Continued Implementation of the City’s ADA <br />Transition Plan); Authorizing the City Manager to Execute All Documents <br />Related to the Submission of the Amended Plan to the HUD; and Authorize <br />the City Manager to Execute a Forgivable CDBG Loan Agreement and <br />Related Documents Not to Exceed $10,000 with the Housing Consortium of <br />the East Bay for Renovations to Luella Fuller Home. <br />WHEREAS, the Federal Government has made Community Development Block Grant <br />(CDBG) funding available to local communities to meet local community development <br />objectives; and <br />WHEREAS, the City Council approved the FY 2010-2014 Five Year Consolidated Plan <br />and FY 2010-2011 Annual Action Plan in April 2010; and <br />WHEREAS, the Five-Year Consolidated Plans and the Annual Action Plans may be <br />amended, and the substantial amendments to the Plans are subject to the citizen participation <br />process in accordance with the City’s HUD-approved Citizen Participation Plan (CPP); and <br />WHEREAS, City staff followed and complied with the Citizen Participation Plan by <br />making the amendments to the FY 2010-2011 Action Plan available to the public for <br />comment; and <br />WHEREAS, the City Manager recommends Amendment No.1 to the FY 2010-2011 <br />CDBG Action Plan to 1) eliminate the Alameda Childcare Center project and re-allocate the <br />$100,000 in Community Development Block Grant (CDBG) funds; 2) add Housing Consortium <br />of the East Bay ADA Improvement project and allocate $10,000 in CDBG funds for this <br />project; and 3) add ADA Transition Plan and allocate the other $90,000 in CDBG funds for <br />this project. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />Page 1 City of San Leandro Printed on 7/11/2017 <br />372
