X. NOTICES. <br />A. Any written notice required to be given under this Agreement shall be provided by <br />depositing such notice in the mail, first class postage prepaid and addressed as follows: <br />TO CITY: City of San Leandro <br />Director, Department of Development Services <br />835 East 14th Street <br />San Leandro, CA 94577 <br />TO BORROWER: <br />B. Any notice, request or demand given pursuant to this Agreement shall be deemed to <br />has been given or made when deposited in the mail. <br />XI. AMENDMENT. <br />This Agreement may be modified or amended in writing upon mutual consent of CITY and <br />BORROWER. <br />XII. BORROWER NO AGENT. <br />Except as City may specify in writing, BORROWER shall has no authority, express or <br />implied, to act on behalf of City in any capacity whatsoever as an agent.
