The requirement that recipients involve themselves, to the maximum extent practicable and where appropriate, <br />homeless individuals and families in policymaking, renovating, maintaining, and operating facilities assisted under <br />the ESG program, and in providing services for occupants of these facilities as provided by 24 CFR 76.56. <br />zo. The requirements of 24 CFR 576.57(c) dealing with the provisions of, and regulations and procedures applicable <br />with respect tnthe environmental review responsibilities under the National Environmental Policy Act nr 1969 and <br />related authorities asspecified in 24 CFR Part 58. <br />11. The requirements of 24 crn 57*.21(a)(4) providing that the funding of homeless prevention activities for families <br />that have ,eoa|veu eviction notices or notices of termination of utility services will meet the requirements that: <br />(A) the inability orthe family mmake the required payments must bethe result orasudden reduction mincome; <br />(e) the assistance must be necessary ,o avoid eviction of the family or termination of the `en/ices to the family; <br />(c) then, must bca ,rosnnab|c prospect that the family will beable oo resume payments within a reasonable <br />period of time; and (o) the assistance must not supplant funding for n,cex|$jng homeless prevention activities <br />from any other source. <br />zz. The new requirement of the McKinney-vento Act (42 usc 11362) to develop and implement, to the maximum <br />extent practicable and where appropriate, policies and protocols for the discharge of persons from publicly <br />funded institutions or systems of care (such as health care rnc|||ucs, foster care or other youth facilities, or <br />correction programs and institutions) in order to prevent such discharge from immediately resulting in <br />homelessness for such persons. z further understand that state and local governments are primarily <br />responsible for the care of these individuals, and that sss funds are not to be used to assist such persons in <br />place of state and local resources. <br />13. HUD's standards for participation in a local Homeless Management Information System (Vmzs) and the <br />collection and reporting of client -level information. <br />I further certify that the submission "fn completed and approved Consolidated Plan with its certifications, which act <br />as the application for an Emergency Shelter Grant, is authorized under stat and/or local law, and that the local <br />government possesses legal authority to carry out gram activities in accordance with the applicable laws and <br />regulations of the U.
