14 <br />ADMINISTRATION <br />RECOMMENDATION 9 <br />Ensure ongoing and centralized support for successful administration of an arts and culture <br />program. <br />• Establish an Arts and Culture Program and place it directly under the City Manager’s Office <br />to maximize interaction with other departments and policy-makers who are key to effective <br />management of public art projects and arts and culture programming. <br />• Designate staff to cover the assigned work of Arts and Culture. <br />OVERVIEW <br />Centralized and consistent arts and culture administration with professional staff <br />is crucial to the long-term successful management, continuity, transparency, and <br />accountability of an arts and culture program. Administering public art projects <br />and cultural programming inclusive of community outreach and education is <br />complex, time-consuming, and staff intensive. <br />Currently, oversight of public art for private development and municipal public art <br />initiatives, including utility boxes and banners, are managed by the Community <br />Development Division. On the other hand, oversight of the SLAC is the <br />responsibility of the Recreation and Human Services Division. With the expansion <br />of an arts and culture program, it is critical that there is adequate staff to manage <br />the workload and that operations are centralized. <br />A hallmark of the City of San Leandro is operating with minimal staff. With that <br />in mind, the City may choose to retain independent consultants or short-term <br />employees to assist with large-budget projects, cultural programming, grants <br />to arts and culture organizations, local artist initiatives, oversight of curatorial <br />work, conservation, marketing, education and outreach and other areas where <br />consultants are appropriate. <br />ADDITIONAL RECOMMENDATIONS <br />• Redefine the responsibility of the Planning Commission to specify the <br />review and approval of the proposed artwork site and scale for public <br />art in municipal and private development projects. Review and approval <br />of all other specifics of a proposed artwork for municipal and private <br />development projects—including artist, art concept, style, materials, and <br />colors—is the responsibility of the SLAC. <br />• Adopt Arts and Culture Guidelines that describe the artist and artwork <br />review and approval processes and the roles and responsibilities of City <br />staff, SLAC, City Manager, and City Council. <br />25
