City of San Leandro <br />Meeting Date: September 5, 2017 <br />Staff Report <br />Agenda Section:File Number:17-437 CONSENT CALENDAR <br />Agenda Number:8.O. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Re-Appropriating Capital Funds for Existing <br />Projects in Accordance with the City Charter <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that in order to complete certain projects on time and on budget, the City <br />Council should approve a resolution to renew current and remaining appropriations of capital <br />funds for existing projects to comply with the City of San Leandro Charter Article V, Section 520 <br />requirement to re-appropriate funds after five fiscal years. <br />BACKGROUND <br />The City Council appropriates funds for each project via the City budget or a project specific <br />resolution. Article V, Section 520 of the City of San Leandro Charter specifies that appropriations <br />of capital funds may be carried forward for not more than five fiscal years. <br />Analysis <br />The three projects listed below were originally funded more than five years ago, and are still in <br />progress, as described herein. Completion of these projects will require use of the remaining <br />portion of the original appropriation. If this action is not approved, these City projects will not be <br />completed as originally envisioned. <br />Project #1: <br />The Bancroft Sybil Signal Improvement project will replace an outdated traffic signal with a <br />modern signal and add left turn arrows to improve safety at this intersection. This project is <br />currently in construction and staff expects completion of the project in 2017. The following <br />accounting shows the remaining balance in the expenditure account as of June 30, 2017 that will <br />expire and return to fund balance without this action.
