City of San Leandro <br />Meeting Date: October 16, 2017 <br />Staff Report <br />Agenda Section:File Number:17-476 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution Accepting the Work for the Fiber Conduit Network <br />Extension Project, Project No. 2013.0320 <br />SUMMARY AND RECOMMENDATIONS <br />This project installed 1.3 miles of conduit, ready to receive fiber optic communication cables, <br />along 2100 feet of San Leandro Boulevard from Polar Way to and along Rose Drive and 136th <br />Avenue and south along 4000 feet of Washington Avenue from San Leandro Boulevard to <br />Chapman Road. <br />Staff recommends that the City Council accept the work by Cal Electro, Inc., authorize the City <br />Manager to file the Notice of Completion, release the performance and payment bonds, and <br />release the maintenance bond upon successful completion of the one-year maintenance period. <br />BACKGROUND <br />To promote business growth in the City, 1.3 miles of high speed communication infrastructure <br />was added to the 8.1 miles of conduit previously installed under Phase 1 of this project. Phase 1 <br />installed conduit into underserved industrial areas of the City, primarily the Adams Tract, <br />Catalina/Farallon area and the southern Alvarado corridor. This contract added conduit along <br />Washington Avenue from San Leandro Boulevard to the Public Works Service Center located on <br />Chapman Road and extended conduit on San Leandro Boulevard from Polar Way to and along <br />Rose Drive and 136th Avenue. <br />The City received grant funding from the United States Economic Development Agency (EDA) to <br />install 7.4 miles of communication conduits. With the completion of this project and the favorable <br />bidding conditions, the City was able to install a total of 9.4 miles of conduit under this grant, an <br />increase of 27% beyond the original scope. <br />Page 1 City of San Leandro Printed on 10/10/2017 <br />29
