E. Prior to approval of a building permit, the Applicant shall submit final plans and details <br /> for site lighting (including submittal of a photometric study) for the review and <br /> approval of the Community Development Director and the Principal Engineer. The <br /> plans and details shall show location, height, decorative features, and construction <br /> details showing materials and finishes to be used for construction. No site lighting may <br /> spill offsite. <br /> F. A sign permit shall be obtained for the exterior wall signs from the City of San Leandro <br /> Building and Safety Services Division. Said sign permit shall show locations, details, <br /> specifications and total sign area calculations. Any freestanding sign shall not be closer <br /> than 10 feet to the adjacent curb or edge of driveway and shall be designed with <br /> materials and finishes that blend in or match the new building. <br /> G. No application for amendment of the application or Conditions of Approval shall be <br /> submitted or accepted for processing by the City unless (i) there is full compliance with <br /> all terms of the application and Conditions of Approval; or (ii) the Zoning Enforcement <br /> Official and/or Community Development Director can waive compliance with the terms <br /> of the application if they are minor in content. <br /> H. Construction of the project shall remain in substantial compliance with the approved <br /> exhibits and plans. Any change to the project design, materials or colors shall be <br /> subject to the review and approval of the Zoning Enforcement Official and/or <br /> Community Development Director who shall administratively approve the changes, or <br /> shall refer the matter to the Site Development Subcommittee for review. <br /> III. BUILDING AND SAFETY SERVICES REQUIREMENTS <br /> A. In the event that asbestos-containing building materials (ACM) and lead-based paint <br /> (LBP) may be present on the property, prior to demolition of existing building and <br /> structure, a comprehensive ACM and LBP survey shall be conducted. If present, these <br /> materials shall be removed or stabilized prior to demolition. <br /> B. Prior to issuance of demolition permit/building permit, a J # from the Bay Area Air <br /> Quality Management District (BAAQMD) shall be provide to the City of San Leandro <br /> Building and Safety Services Division. <br /> C. The following items shall be provided in the building permit application submittal for <br /> the warehouse addition: <br /> 1. Per 2016 California Building Code (CBC) Section 1113-502.7.1, a revised <br /> accessible route from parking lot and public sidewalk to building accessible <br /> entrance. <br /> 2. Accessible access to second floor (Note: In the Site Plan Review application this <br /> was not addressed). <br /> 3.
