City Council Handbook | 2017 <br /> <br /> <br />23 San Leandro City Council <br />Although it is up to the City Manager you have selected to deal with personnel and administration <br />issues on a day-to-day basis, you have a role to play too. There may be times when you have <br />reason to believe that Council policies are not being properly administered, and in such cases, it <br />is your responsibility to find out if your suspicions are valid. But do your checking through the <br />normal chain of command. Sometimes, it might seem easier to check things out informally by <br />contacting individual employees of the government whom you know socially. But that can <br />undermine the authority you have delegated to the City Manager. Present the complaint to the <br />City Manager and ask for a report. Then, if the situation is not remedied, the City Manager will <br />have to answer to the Council for it. <br /> <br />Internal management involves actions the City Manager takes to put the resources of the <br />organization to effectively use in getting things done. On a day-to-day basis, this is the Manager’s <br />job. In Council-Manager communities, the Council also should regularly evaluate the <br />performance of the City Manager as part of its assessment of internal management. (Chapter 1, <br />Book 1, ICMA Elected Officials Handbook, Book) <br /> <br />APPOINTMENT OF CITY MANAGER <br />The Council shall appoint a City Manager, who: <br /> <br />(a) Shall serve at the pleasure of the Council; <br />(b) Shall be the chief administrative officer of the City; <br />(c) Shall be chosen on the basis of administrative qualifications; <br />(d) Shall be paid at a salary fixed by the Council commensurate with the <br /> responsibilities of the position; <br />(e) Shall not have served on the Council within one year immediately preceding the <br />date of appointment. <br /> <br />During a period of ninety days immediately following the date of installation of any person newly <br />elected to the Council at a regular or special municipal election or of any person newly appointed <br />to the Council, the Council shall take no action, whether immediate or prospective, to remove, <br />suspend, request the resignation of, or reduce the salary of, the City Manager. (Section 400, City <br />Charter) <br /> <br />CITY MANAGER CONDUCT AT MEETINGS <br />The City Manager shall: <br /> <br /> (a) Be accorded a seat at the Council table at all meetings of boards and <br /> commissions; <br /> (b) Be entitled to participate in the deliberations of the Council, boards and <br /> commissions, but shall not have a vote; <br /> (c) Receive notices of all special meetings of the Council, boards and <br /> commissions; (Section 410, City Charter) <br /> <br />61
