City Council Handbook | 2017 <br /> <br /> <br />31 San Leandro City Council <br /> <br />βThe attendance of a majority of the members of a legislative body at an open and <br />noticed meeting of another body of the local agency, provided that a majority of the <br />members do not discuss among themselves other than as part of the scheduled <br />meeting, business of a specific nature that is within the subject matter jurisdiction of <br />the legislative body of a local agency.β <br /> <br />The Legislature amended the Brown Act in 1997 and slightly modified the notice <br />requirements for standing committees of the City Council. A majority of a legislative body <br />may now attend an open and noticed meeting of a standing committee within their agency if <br />they only observe the proceedings. (Government Code Section §54952.2) <br /> <br />If members of a local legislative body attend a meeting of a standing committee in which they <br />are not a part, the observing members should sit in the audience and refrain from making any <br />comments or asking any questions. <br /> <br />3. It is the policy not to hold joint Council-Committee meetings nor joint Sub-Committee <br />meetings.
