City Council Handbook | 2017 <br /> <br /> <br />34 San Leandro City Council <br />the regular term of the Mayor or Council Member representing a Council Member District or at- <br />large position from which the Board or Commission Member was appointed. Youth Advisory <br />Commission Members shall hold office for one (1) year and until their respective successors are <br />appointed and qualified. Youth Advisory Commission Members may be appointed for up to four <br />(4) consecutive terms. A vacancy shall be filled by appointment for the unexpired remainder of <br />the term. (San Leandro Municipal Code, Section 1-3-115) <br /> <br />Newly-elected Council Members or a newly-elected Mayor may begin circulating the applications <br />of individuals to be considered for nomination to board and commission positions after they <br />officially assume office. <br /> <br />The application of an intended nominee shall be distributed to all members of the Council at least <br />10 days prior to the scheduling of the nomination on the City Council agenda. Once the <br />nomination is approved by the City Council, a resolution of appointment of the Member will be <br />scheduled for adoption at the next regular City Council meeting. <br /> <br />In the interest of ensuring that City Boards and Commissions are operating effectively and that <br />all areas of the City are represented as recommendations and decisions are being made, the City <br />Councilmembers will use their best efforts to fill Board and Commission vacancies within 60 days <br />after such vacancies occur. <br /> <br />Additionally, after the seating of a new City Council following a municipal election, <br />Councilmembers will use their best efforts to make new appointments or reappointments within <br />60 days. To assist the Council in making its appointments, the City Clerk will collect all current <br />applications and forward them to the appropriate Councilmembers immediately after the new <br />Council is seated. As additional applications are received during this period, they will be <br />forwarded to the appropriate Councilmember immediately upon receipt until all appointments <br />and reappointments have been made. <br /> <br />At the City Council meeting that occurs on the first Monday 60 days after a new Council is seated, <br />the City Clerk will schedule an agenda item on the subject of unfilled Board and Commission <br />appointments at which time the City Council will discuss such remaining vacancies. There will be <br />no penalty assessed against any Councilmember who has not made such appointments within <br />the 60 days. <br /> <br />VACANCIES <br />Any vacancies in any board or commission, from whatever cause arising, shall be filled by <br />appointment by the Council. Upon a vacancy occurring, leaving an unexpired portion of a term, <br />any appointment to fill such vacancy shall be for the unexpired portion of such term. If members <br />of a board or commission absent themselves from three consecutive regular meetings of each <br />board or commission, unless by permission of such board or commission expressed in its official <br />minutes, or is convicted of a crime involving moral turpitude, or ceases to be a qualified elector <br />of the City, their office shall become vacant and shall be so declared by the Council. <br /> <br />72
