City of San Leandro <br />Meeting Date: December 4, 2017 <br />Staff Report <br />Agenda Section:File Number:17-655 CONSENT CALENDAR <br />Agenda Number:8.D. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution to Accept the Work for the Annual Street Sealing <br />2016-17 Project, Project No. 2017.0070 <br />SUMMARY AND RECOMMENDATIONS <br />This project installed approximately 10 lane miles of street surface sealing treatments to preserve <br />and prolong useful pavement life. <br />Staff recommends the following action: <br />·Accept the work by American Pavement Systems, Inc. <br />·Authorize the City Manager to file the Notice of Completion <br />·Release the performance and payment bonds, and, <br />·Release the maintenance bond upon successful completion of the one-year maintenance <br />period. <br />BACKGROUND <br />Street sealing is an annual maintenance activity that can prolong the useful life of existing <br />pavement by 5 to 10 years, depending on the treatment. The treatments associated with this <br />project include slurry sealing, asphalt rubber chip sealing, and micro-surfacing. These treatments <br />involve the application of one or more layers of rock chips, crumb rubber chips produced by <br />recycling used tires, and asphalt binders. The particular process is individually selected for each <br />street based on the pavement condition. <br />The City was awarded a grant from CalRecycle in March 2016 for the use of crumb rubber chips <br />in the rubberized chip seal process and will be reimbursed at a rate of $0.50 per square yard of <br />roadway where that process was applied on this project.
