B. Landscaping and Irrigation Plan. Prior to issuance of Building Permit, Final Landscape <br /> and Irrigation Plans shall be submitted for permitted projects where the landscape is <br /> greater than 500 sf for new construction. Final landscape and irrigation plans shall <br /> conform to the Water Efficient Landscape Ordinance as codified in Article 19 of the San <br /> Leandro Zoning Code. State and local requirements include the following: <br /> ■ Plans must bear the signature of a licensed landscape architect, licensed <br /> landscape contractor, or any other person authorized to design a landscape. <br /> ■ Plans must contain the following statement: "I have complied with the criteria of <br /> Article 19 of the Zoning Code, including all design standards of Section 4- <br /> 1908 1, and applied them for the efficient use of water in the landscape design <br /> plan." <br /> In addition, per the State of California Department of Water Resources 2015 Updated <br /> Model Water Efficient Landscape Ordinance,the following appendices shall be <br /> completed and submitted with the Building Permit Plans: <br /> ■ Appendix B - Water Efficient Landscape Worksheet; <br /> ■ Appendix C - Certificate of Completion (completed to the extent possible at time <br /> of Building Permit submittal and resubmitted upon completion of the landscape <br /> project.)3 <br /> The Model Water Efficient Landscape Ordinance (MWELO)was adopted by DWR, by <br /> the Governor's April 2015 Executive Order addressing the prolonged drought and <br /> beyond. It sets a higher water conservation threshold for all new and renovated <br /> landscapes requiring a permit in California. This ordinance will be in effect on <br /> December 1, 2015. Local agencies are expected to report to DWR on implementation <br /> and enforcement by December 31,2015. <br /> C. Paving Plan. Details for the proposed paved driveway and parking pad in the rear shall <br /> be included with the building permit application. <br /> D. On-Site Li�hg titM On-site lighting shall be LED or other energy-conserving lighting and <br /> shall be designed and located so as to not interfere with traffic on adjacent streets and so <br /> as not to shine on adjacent properties,details subject to the approval of the City Engineer <br /> and the Community Development Director. After installation, the Community <br /> Development Director reserves the right to require adjustment of light fixtures to comply <br /> with this requirement prior to approval of occupancy. <br /> E. Exterior Paint.
