City of San Leandro <br />Meeting Date: December 18, 2017 <br />Staff Report <br />Agenda Section:File Number:17-614 CONSENT CALENDAR <br />Agenda Number:8.M. <br />TO:City Council <br />FROM:Chris Zapata <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution to Execute Three Actions: (1) Summary Vacation of <br />Portions of the Public Right-of-Way on Martinez Street Between West Estudillo <br />Avenue and Thornton Avenue, and West Estudillo Avenue Between Alvarado <br />Street and Martinez Street; (2) Summary Vacation of a 15-Foot Wide Sanitary <br />Sewer and Storm Drain Easement Recorded in 1946 Across the Former <br />Saunders Street; and (3) Accepting Replacement Public Service Easements at <br />the San Leandro Tech Campus <br />SUMMARY AND RECOMMENDATIONS <br />Staff prepared a resolution to address property rights issues at the San Leandro Tech Campus. <br />The issues specifically involve property rights maintained by the City across public roads that <br />were removed in order to facilitate redevelopment of the land. The vacated public roads include <br />Martinez Street between West Estudillo Avenue and Thornton Street, West Estudillo Avenue <br />between Martinez Street and Alvarado Street, and Saunders Street between Martinez Street and <br />Alvarado Street. The following actions are proposed: <br />(1) Summarily vacate the road right-of-way and public utility easement rights for a portion of <br />Martinez Street and the entirety of West Estudillo Avenue, with the retained portion of <br />Martinez Street converted into a segment of the East Bay Greenway Regional Trail. <br />(2) Summarily vacate a 15-foot wide Sanitary Sewer and Storm Drain Easement reserved as <br />part of City Council Resolution No. 801, a resolution vacating Saunders Street on June 3, <br />1946. The easement is no longer needed because the sanitary sewer main was relocated, <br />and no storm drain facilities exist within the area. <br />(3) Accept replacement public service easements for West Estudillo Avenue between <br />Martinez Street and Alvarado Street, for Martinez Street south of Thornton Avenue, and for <br />a sliver of land abutting the East Bay Greenway right-of-way where a sanitary sewer <br />manhole exists. <br />Page 1 City of San Leandro Printed on 12/12/2017 <br />269
