 Goal 2-A. Create a distinctive overall design for the East 14th Street corridor, its public right- <br />of-way, and public open spaces. <br /> Goal 2-B. Create a distinctive design for each District along the East 14th Street corridor that <br />is consistent with and respectful of the character of adjacent neighborhoods. <br /> Policy 2.04. Promote the development of “signature” buildings and other architectural <br />features that provide visual landmarks along the corridor. (See 2035 General Plan Policy <br />42.07) <br /> Policy 2.06. Encourage public art within public spaces and within new developments. <br />Encourage the use of art and landscaping to decorate large expanses of walls that are visible <br />from the public right-of-way. <br />4.1.2 Impact Analysis <br />a. Methodology and Significance Thresholds <br />The assessment of aesthetic impacts involves qualitative analysis that is inherently subjective in <br />nature. Different viewers react to viewsheds and aesthetic conditions differently. This evaluation <br />measures the existing visual resource against the proposed action, analyzing the nature of the <br />anticipated change. The Specific Plan Area was observed and photographically documented, as was <br />the surrounding area, to assist in the analysis. <br />According to Appendix G of the CEQA Guidelines, an impact is considered significant if the project <br />would have: <br />1. A substantial adverse effect on a scenic vista; <br />2. Substantially damage scenic resources, including, but not limited to, trees, rock <br />outcroppings, and historic buildings within a state scenic highway; <br />3. Substantially degrade the existing visual character or quality of the site and its surroundings; <br />or, <br />4. Create a new source of substantial light or glare that would adversely affect day or <br />nighttime views in the area. <br />The impacts on visual character or quality that would be attributable to the proposed Specific Plan <br />were evaluated relative to visual conditions under current existing buildout. As discussed in Section <br />4.15, Effects Found not to be Significant, no impacts with respect to scenic resources within a state <br />scenic highway would occur. Therefore, threshold #2 is not discussed further in this section. <br />133
