Executive Summary <br />This document is a Draft Environmental Impact Report (DEIR) analyzing the environmental effects of <br />the proposed Bay Fair Transit Oriented Development (TOD) Specific Plan (proposed Specific Plan). <br />This section summarizes the characteristics of the proposed Specific Plan, alternatives to the <br />proposed Specific Plan that are analyzed in this EIR, and the environmental impacts and mitigation <br />measures associated with the proposed Specific Plan. <br />Project Synopsis <br />Lead Agency and Contact Person <br />City of San Leandro <br />835 East 14th Street <br />San Leandro, California 94577 <br />Tom Liao, Deputy Community Development Director, (510) 577-6003 <br />Project Description <br />The proposed project involves the adoption of the Bay Fair Transit Oriented Development (TOD) <br />Specific Plan (“proposed Specific Plan”). The proposed Specific Plan includes policies and <br />development standards to guide future development in the Specific Plan Area within the City of San <br />Leandro. The proposed Specific Plan is intended to implement the guidance provided in the City’s <br />2035 General Plan. The 2035 General Plan envisions Bay Fair as a dynamic, walkable, transit- <br />oriented area with a mix of uses – including retail, office, higher density housing, and open space – <br />that leverage their prime location near BART and two major multi-jurisdictional arterial streets <br />(Hesperian Boulevard and East 14th Street). A reasonable and conservative estimate of buildout <br />associated with the General Plan through 2035 would include development of 2,540 housing units <br />and 300,000 square feet of office space, as well as the removal of an estimated 161,000 square feet <br />of retail space. <br />The proposed Specific Plan has two major components: (1) the long term vision and policy <br />component (Chapters 2 through 4) and (2) the development standards (Chapter 5). The vision and <br />policy component provides the goals and policies related to land use and circulation. The regulatory <br />component would enact development standards and guidelines that apply to all future <br />development projects in the Specific Plan Area. Together, these two components are intended to <br />serve as a comprehensive document for development within the Specific Plan Area. Chapter 7 <br />includes policies related to infrastructure that would serve the Specific Plan Area and Chapter 6 <br />recommends implementing programs and financing options to achieve the Specific Plan goals. <br />The proposed Specific Plan contains the following Chapters: <br />The Introduction and Context chapter (Chapter 1) describes the Specific Plan Area <br />conditions and context, the purpose of the document, and the community engagement and <br />plan development process. <br />64
