The proposed Specific Plan would facilitate increases <br />in the intensity, scale and visibility of development in the Specific <br />Plan Area, and would include changes to circulation patterns and <br />block sizes. However, plan implementation would not significantly <br />block or otherwise adversely affect scenic vistas. The proposed Specific Plan would facilitate changes <br />to the visual character of the Specific Plan Area relative to existing <br />conditions, including potentially substantial increases in building <br />height and massing and overall development intensity. However, <br />the proposed policies, planning framework, and development <br />standards and guidelines for future development in the specific plan <br />would improve the visual quality of the environment, and the <br />proposed design review criteria for new development would help <br />ensure visual compatibility with existing development in the Specific <br />Plan Area. Implementation of the proposed Specific Plan would <br />result in new sources of light and glare in and around the project a <br />Specific Plan Area. However, these new sources would not <br />substantially increase the amount of light and glare in the already <br />urbanized Specific Plan Area, and would be regulated by the City’s <br />adopted 2035 General Plan, and Municipal Code requirements, and <br />specific plan provisions. This would be a less than significant impact. <br />None required. Less than significant <br />without mitigation <br />Air Quality <br />Impact AQ-1. Buildout of the proposed Specific Plan would result in <br />the temporary generation of air pollutants during construction, <br />which would affect local air quality. Compliance with the BAAQMD <br />Basic Construction Mitigation Measures would require future <br />projects within the Specific Plan Area to implement measures to <br />reduce construction emissions. Impacts would be significant but <br />mitigable. <br />MM AQ-2B-1 Construction Emissions <br />As part of the City’s development approval process, the City shall require applicants <br />for future development projects to comply with the current Bay Area Air Quality <br />Management District’s basic control measures for reducing construction emissions of <br />PM10 (Table 8-2, Basic Construction Mitigation Measures Recommended for All <br />Proposed Projects, of the May 2017 BAAQMD CEQA Guidelines). <br />Less than significant <br />Impact AQ-2.
