Impact Mitigation Measure(s) Residual Impact <br />adversely affect water quality. Operation of potential future <br />development could also result in discharges of wastewater that <br />could be contaminated and affect downstream waters. However, <br />compliance with required permits and existing regulations, and <br />implementation of best management practices contained therein, <br />would ensure that potential water quality impacts would be less <br />than significant. <br />Impact HYD-2. Construction of future development under the <br />Specific Plan would not substantially deplete groundwater supplies <br />or interfere substantially with groundwater recharge such that there <br />would be a net deficit in aquifer volume or a lowering of the local <br />groundwater table. Further, implementation of required low impact <br />development measures and on-site infiltration required under the <br />C.3 provisions of the Alameda County Clean Water Program as well <br />as Compliance with the General Plan goals and policies, the San <br />Leandro Municipal Code, and the Specific Plan strategies, policies, <br />guidelines, and standards could reduce impervious surfaces as <br />compared to existing conditions and increase the potential for <br />groundwater recharge. Impacts would be less than significant. <br />None required. Less than significant <br />without mitigation <br />IMPACT HYD-3. Construction of future development under the <br />Specific Plan would not substantially alter the existing drainage <br />pattern of the Specific Plan Area, including through the alteration of <br />the course of a stream or river, in a manner which would result in <br />substantial erosion or siltation on- or off-site; or substantially <br />increase the rate or amount of surface runoff in a manner which <br />would result in flooding on-or off-site. Impacts related to drainage <br />patterns would be less than significant. <br />None required. Less than significant <br />without mitigation <br />IMPACT HYD-4. Development that could be facilitated by the <br />proposed Specific Plan would place housing and other structures <br />within FEMA-designated flood hazard areas. However, required <br />compliance with City building standards and adopted City policies <br />would reduce potential effects associated with flood events. <br />Development under the proposed Specific Plan would not exposure <br />people or structures to other flood hazards such as tsunamis, <br />seiches, or flooding as the result of dam or levee failure.
