2.3.3.2 Pedestrian Network <br />The proposed Specific Plan aims to promote walkability. While no specific pedestrian improvements <br />are included as part of the Specific Plan, the Specific Plan’s standards and guidelines for the local <br />pedestrian network are designed to ensure a safe and comfortable pedestrian environment as <br />development in the Specific Plan Area occurs over time. <br />2.3.3.3 Bicycle Network <br />Standards related to the bicycle network in the proposed Specific Plan are intended to provide <br />bicycle connections between BART, housing, business, and public spaces within the Specific Plan <br />Area. The proposed Specific Plan includes the following bicycle network design standards: <br /> Bicycle Network. Any new development and new streets in the Specific Plan Area shall provide <br />bicycle facilities and connections consistent with Figure 6, though the exact location and facility <br />design may be adjusted in coordination with the City. <br /> Bicycle Priority Street. A bicycle priority street shall be established to connect the Bay Fair BART <br />Station with East 14th Street and with residential areas to the north and east, as shown in Figure <br />6. This facility may be designed as either a Class II buffered bike lane or a Class IV separated bike <br />lane (i.e. cycle track) consistent with the dimensions shown in Table 3.1 of the Specific Plan. If a <br />Class IV separated bikeway is used, it may be one-way or two-way (i.e. a single two-way facility <br />on one side of the street). <br /> Shared Lanes. Streets identified as “Shared Lane” in Figure 6, shall accommodate bicyclists <br />through a Class III shared bike facility at a minimum, allowing cyclists to share the travel lane <br />comfortably with auto traffic on a low speed street. However, a Class II bike lane with or <br />without a buffer is preferred and encouraged, and may also be used on streets with this <br />designation. <br /> Bicycle Facility Types AND Dimensions. Bicycle facilities on local streets within the Specific Plan <br />Area shall be consistent with Table 3.1 of the Specific Plan. <br />2.3.3.4 Transit Network <br />Bay Area Rapid Transit (BART) and bus service operated by the Alameda-Contra Costa Transit <br />District (AC Transit) would continue to provide transit service to the Specific Plan Area. The <br />proposed Specific Plan’s long term vision for the Specific Plan Area is to strengthen connections to <br />the Bay Fair BART station and facilitate bus circulation to and from the station. This would involve <br />developing a transit-priority street, consistent with Figure 7, and providing bus stop <br />accommodations within the Specific Plan Area. <br />2.3.4 Development Standards <br />Specific Plan Chapter 5, Development Standards and Guidelines, provides development standards <br />and guidelines that apply to all development projects across the entire Specific Plan Area. This <br />chapter contains “standards” and “guidelines” that would direct future development in the Specific <br />Plan Area. Standards are requirements that must be followed by project applicants, unless an <br />exception to a standard is otherwise noted or approved. “Guidelines” are the City’s expectations for <br />how site, building, and infrastructure design and improvements should be designed. <br />The Development Standards chapter establishes standards and guidelines related to building <br />frontages, heights and transitions, building and site design, open space, and signage and wayfinding. <br />110
