14 <br /> <br /> <br />DMA 2000 §201.6 (c) (3) of the requirements outlines the process for localities in <br />developing their mitigation strategies. Specifically, the Local Hazard Mitigation Plan must <br />“include a mitigation strategy that provides the jurisdiction’s blueprint for reducing the <br />potential losses identified in the risk assessment, based on existing authorities, policies, <br />programs, and resources, and its ability to expand on and improve these existing tools.” <br />These strategies should be built on an assessment of hazard risks and vulnerabilities. The <br />plans should include measures to mitigate hazard risks and demonstrate the benefit of <br />these activities. They should also identify gaps in knowledge and data and a strategy to <br />maintain and update the data, projects, information, and the overall mitigation plan. <br /> <br /> <br />1.7 CITY OF SAN LEANDRO GENERAL PLAN <br /> <br />The updated San Leandro General Plan 2035 was adopted by the San Leandro City Council <br />in September 2016. The City is committed to the safety and well-being of all San Leandro <br />residents, businesses, and the ability of the Government to provide essential functions <br />after a major disaster.
