20 <br /> <br /> <br />2. Survey: <br />A local hazard mitigation public survey was developed by the planning team and was used <br />to gauge the public’s concern about hazards identified by the planning team. In addition <br />to the hard copy of the survey, which was available at the City’s public counters in City <br />Hall, the Police Department, Recreation Centers, and the Senior Center, the survey was <br />also available online. From September 15, 2015 through December 15, 2015, community <br />members completed a total of 73 hard copy and online surveys. <br />Findings from the survey revealed that the majority of those who took the survey <br />identified Earthquake as the most threatening hazard in San Leandro, followed by Chabot <br />Dam failure and flooding. People and public safety was ranked as the highest community <br />asset, followed by community infrastructure and continuity of government. Despite the <br />survey defining the difference between hazard mitigation and preparedness activities a <br />majority of those survey showed that they hoped for more preparedness and outreach <br />activities. The PTM also compared survey results to the City’s 2005, 2010 plan and in <br />regards to identified hazards with in the City, the survey did not reveal a change in public <br />perception. <br /> <br /> <br />3. Public Forum: <br /> <br />A public workshop was held on November 19, 2015 at the San Leandro Senior Center <br />and was attended by 22 members of the public. The meeting format included an <br />introduction to hazard mitigation; all attendees had access to the 2005 and 2010 <br />LHMP. The format of the meeting allowed for direct conversations between the <br />community and the planning team members. Community members were able to <br />examine maps depicting identified hazards in the city, and review the impacts of <br />specific disasters in San Leandro. Attendees also learned about mitigation efforts the <br />City has already undertaken, hear about the hazard mitigation planning process and <br />potential mitigation priorities. <br /> <br />This event was advertised through a press release to local newspapers (See Appendix <br />item number 8.3, and 8.4.), on the San Leandro Website, various City social media <br />platforms, including Facebook, Twitter and Next door, through flyers posted at <br />various locations throughout the City, and through direct outreach to individuals who <br />had completed the online and/or paper survey. <br /> <br />The planning team compiled and reviewed the top hazards as perceived by the <br />community, from the survey and the public forum; the hazards were earthquakes, <br />drought, flood, dam/levee failure and sea level rise. The planning team ensured that <br />all of the hazards identified by the community were included in the hazard analysis. <br />The planning team also reviewed the recommended mitigation activities identified by <br />59
