provide individually prescribed devices, readers for personal use or study, or other <br /> devices of a personal nature. <br /> 2) Where a contractor communicates with customers,clients, and other members of the <br /> public by telephone, telecommunication devices for deaf persons (TDD's) or equally <br /> effective communication systems shall be used. <br /> 3) A contractor who receives Federal assistance as part of the CDBG program shall <br /> adopt and implement procedures to ensure that interested persons (including <br /> persons with impaired vision or hearing) can obtain information concerning the <br /> existence and location of accessible services,activities and facilities. <br /> 4) A contractor is not required to take any action that would result in a fundamental <br /> alteration in the nature of a program or activity or in undue financial or administrative <br /> burden. <br /> 14. FINANCIAL MANAGEMENT AND RECORDING SYSTEM. If the Participant is a government <br /> agency, the Participant shall comply with OMB Circular A-87, "Principles for Determining Costs Applicable <br /> to Grants and Contracts with State, Local and Federally-Recognized Indian Tribal Governments," and the <br /> sections of 24 CFR 85, "Uniform Administrative Requirements for Grants and Cooperative Agreements to <br /> State and Local Governments," specified at 24 CFR 570,502(a). If the Participant is not a government <br /> agency, the Participant shall comply with OMB Circular A-122, "Cost Principles for Non-Profit <br /> Organizations"or OMB Circular A-21, "Cost Principles for Educational Institutions,"as applicable, and OMB <br /> Circular A-110, "Grants and Agreements with Institutions of Higher Education, Hospitals and Other Non- <br /> Profit Organizations," as specified at 24 CFR 570.502(b), All Contractors shall comply with the applicable <br /> provisions under OMB Circular A-133, "Audits of States, Local Governments, and Non-profit <br /> Organizations." <br /> If indirect costs are charged the Participant will develop an indirect cost allocation plan for <br /> determining the appropriate Participant's share of administrative costs and shall submit such plan to the <br /> City for approval. if indirect costs are charged, the indirect cost rate shall be: Not Applicable. <br /> 15. PROGRAM INCOME, In the event that the Participant eams any program income, it shall comply <br /> with the requirements set forth in 24 CFR Part 570.504, Subpart J. <br /> 16. OFFICE OF MANAGEMENT AND BUDGET STANDARDS.
