Section 4. Zoning and Development Standards Application | Parrott Street Apartments <br />September 2017 <br /> 19 <br />The development was designed to meet the guidelines of the San Leandro Zoning Code, as outlined in the <br />table below. We note that the density and parking ratio meet the parameters allowed through the city’s <br />and state’s density bonus and incentives codes rather than the baselines in the San Leandro Zoning Code, <br />described further in Section 4(B): Density Bonus and Section 4(C): Parking. <br /> <br /> Zoning code This project <br />Zoning / Land use DA‐4; Multifamily Multifamily <br />Density 100 units/acre maximum base density, plus 35% <br />residential density bonus. Density Bonus <br />Parrott Street Apartments includes 62 units, which is the maximum number of units that the residential <br />density bonus code allows on this 20,021 s.f. site. To facilitate the development of affordable housing and <br />implementation of the City’s Housing Element, Article 31 of the San Leandro Zoning Code3 provides a <br />residential density bonus for housing for very low, low, and moderate income households. Parrott Street <br />Apartments will be restricted to very low and low income households, which is defined in Article 31 as <br />households whose income do not exceed 50% or 80% of the area median income. <br /> <br />The City shall grant a Density Bonus, a Density Bonus and a Concession(s) or Incentive(s), or <br />Equivalent Financial Incentives, as set forth in 6‐3108 of this Article, to an applicant or developer of <br />a Housing Development, who seeks and agrees to construct a Housing Development that will provide <br />at least one of the following: At least 10 percent of the total units of the Housing Development as <br />Target Units affordable to Low Income Households. For each 1 percent increment over 10 percent <br />in the number of Target Units in the Housing Development affordable to Low Income Households, <br />the amount of the Density Bonus as defined in Section 6‐3102 shall be increased by 1.5 percent, up <br />to a maximum of 35 percent (San Leandro Zoning Code, Article 31, Section 6‐3104(A)) <br /> <br /> <br /> <br /> <br />3 As well as California Government Code Section 65915 <br />68
