IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br /> RESOLUTION NO. 2018-021 <br /> RESOLUTION OF THE CITY COUNCIL TO APPROVE AND ADOPT THE 2018 <br /> UPDATE TO THE BICYCLE AND PEDESTRIAN MASTER PLAN <br /> WHEREAS, the City's Bicycle and Pedestrian Master Plan must be updated every five <br /> years to qualify for many bicycle and pedestrian grant funding programs; and <br /> WHEREAS, the current Bicycle and Pedestrian Master Plan was adopted in 2011; and <br /> WHEREAS, the City Council appointed an eleven-member resident-based committee <br /> (Bicycle and Pedestrian Advisory Committee)to guide the development of the 2018 Bicycle and <br /> Pedestrian Master Plan; and <br /> WHEREAS, the Bicycle and Pedestrian Advisory Committee conducted five public <br /> meetings between November 2016 and December 2017 to receive public comment and input and <br /> to review the draft 2018 Bicycle and Pedestrian Master Plan; and <br /> WHEREAS,the 2018 Bicycle and Pedestrian Master Plan provides goals and policies <br /> related to the development of bicycle and pedestrian programs and facilities and identifies <br /> projects and project areas; and <br /> WHEREAS, the Planning Commission conducted a public hearing on the draft Master <br /> Plan and recommended approval of the 2018 Bicycle and Pedestrian Master Plan to the City <br /> Council; and <br /> WHEREAS, this 2018 Bicycle and Pedestrian Master Plan will replace the existing 2010 <br /> Bicycle and Pedestrian Master Plan, which is discussed in the Circulation Element of the 2035 <br /> San Leandro General Plan; and <br /> WHEREAS, the 2018 Bicycle and Pedestrian Master Plan is wholly consistent with the <br /> 2035 San Leandro General Plan; and <br /> WHEREAS, the project is statutorily exempt from the California Environmental Quality <br /> Act (CEQA)per California Public Resources Code Section 21083.3 (b) and CEQA Guidelines <br /> Section 15183, Projects "Consistent with Community Plan or Zoning"; and <br />
