Environmental Checklist Transportation/Traffic <br /> Initial Study – Mitigated Negative Declaration 81 <br />Weekday intersection turning movement volumes for Aladdin Avenue between Teagarden Street <br />and Alvarado Street and Alvarado Street between Aladdin Avenue and Montague Avenue were <br />collected on Thursday, November 3, 2016 from 7:00 a.m. to 9:00 a.m. (A.M. Peak) and from 4:00 <br />p.m. to 6:00 p.m. (P.M. Peak). Weekday 24-hour bi-directional tube counts were collected in the <br />month of November 2016 on Aladdin Avenue between Teagarden Street and Alvarado Street and <br />Alvarado Street between Aladdin Avenue and Montague Avenue. These traffic counts were taken <br />during a non-holiday week, a weekday when local schools were in session, and when the weather <br />was fair (TJKM 2017). <br />Thresholds of Significance <br />The City of San Leandro utilizes Synchro software and the Highway Capacity Manual (HCM) 2000 <br />methodology to evaluate signalized and unsignalized intersection operations. <br /> Signalized Intersection. The HCM procedure calculates a weighted average stop delay in seconds <br />per vehicle at a signalized intersection and assigns a Level of Service (LOS) designation based <br />upon the delay <br /> Unsignalized Intersection. The HCM methodology calculates a weighted average stop delay in <br />seconds per vehicle for each controlled intersection leg and for the intersection as a whole. A <br />LOS designation is assigned based upon the weighted average control delay per vehicle on the <br />intersection leg with the worst delay at one- or two-way stop-controlled intersections. For all- <br />way stop-controlled intersections, a LOS designation is based upon the weighted average <br />control delay for all intersection legs, similar to the LOS designation for signalized intersections <br />The project would create a significant impact if it caused one or more of the following: <br /> A signalized intersection to operate at LOS E or F <br /> An increase in the volume-to-capacity (V/C) ratio of 0.05 or more for signalized intersections <br />that operate at LOS E or F under No Project conditions <br /> An increase in average delay of more than 5 seconds on the worst approach for unsignalized <br />intersections that operate at LOS E or F under No Project conditions <br />Impact Analysis <br />a. Would the project conflict with an applicable plan, ordinance or policy establishing a measure <br />of effectiveness for the performance of the circulation system, taking into account all modes of <br />transportation, including mass transit and non-motorized travel and relevant components of <br />the circulation system, including but not limited to intersections, streets, highways, and <br />freeways, pedestrian and bicycle paths, and mass transit? <br />The project would involve the redevelopment of a 6.9-acre parcel currently occupied by three <br />warehouse type buildings. The new 159,450-square foot development would include 20,000 square <br />feet of office space and 139,450 square feet of space to accommodate warehouse or advanced <br />manufacturing uses. As the exact future uses in the proposed new building are unknown, two <br />different uses were evaluated in the TIS, warehouse and advance manufacturing. <br />Existing Conditions <br />Traffic operations were evaluated at the study intersections under existing conditions. All signalized <br />intersections were found to operate within City of San Leandro standards of LOS D or better during <br />378
