Environmental Checklist Air Quality
Initial Study – Mitigated Negative Declaration 19
3 Air Quality

Potentially
Significant
Impact
Less than
Significant
with
Mitigation
Incorporated
Less than
Significant
Impact No Impact
Would the project:
a. Conflict with or obstruct implementation
of the applicable air quality plan? □ □ ■ □
b. Violate any air quality standard or
contribute substantially to an existing or
projected air quality violation? □ □ ■ □
c. Result in a cumulatively considerable net
increase of any criteria pollutant for
which the project region is non-
attainment under an applicable federal or
state ambient air quality standard
(including releasing emissions which
exceed quantitative thresholds for ozone
precursors)? □ □ ■ □
d. Expose sensitive receptors to substantial
pollutant concentrations? □ □ ■ □
e. Create objectionable odors affecting a
substantial number of people? □ □ ■ □
Existing Setting
The project site is in the San Francisco Bay Area Air Basin (the Basin), which is under the jurisdiction
of the Bay Area Air quality Management District (BAAQMD). The local air quality management
agency is required to monitor air pollution levels to ensure that applicable air quality standards are
met and, if they are not met, to develop strategies to meet the standards.
The Basin is in nonattainment for the federal and state standards for ozone, as well as state
standards for particulate matter (PM2.5 and PM10) and the federal standard for 24-hour PM2.5
(BAAQMD 2017a). As a result, local jurisdictions in the Basin are required to implement strategies to
reduce pollutant levels to recognized acceptable standards or avoid or mitigate new development
projects that would contribute to air pollution.
The health effects associated with criteria pollutants for which the Basin is in non-attainment are
described in Table 3.
316
