Create objectionable odors affecting a <br />substantial number of people? □ □ ■ □ <br />Existing Setting <br />The project site is in the San Francisco Bay Area Air Basin (the Basin), which is under the jurisdiction <br />of the Bay Area Air quality Management District (BAAQMD). The local air quality management <br />agency is required to monitor air pollution levels to ensure that applicable air quality standards are <br />met and, if they are not met, to develop strategies to meet the standards. <br />The Basin is in nonattainment for the federal and state standards for ozone, as well as state <br />standards for particulate matter (PM2.5 and PM10) and the federal standard for 24-hour PM2.5 <br />(BAAQMD 2017a). As a result, local jurisdictions in the Basin are required to implement strategies to <br />reduce pollutant levels to recognized acceptable standards or avoid or mitigate new development <br />projects that would contribute to air pollution. <br />The health effects associated with criteria pollutants for which the Basin is in non-attainment are <br />described in Table 3. <br />316
