Environmental Checklist Greenhouse Gas Emissions <br /> Initial Study – Mitigated Negative Declaration 41 <br />Implementation activities are ongoing and CARB has recently published an update to its Scoping <br />Plan in January 2017. <br />In May 2014, CARB approved the first update to the AB 32 Scoping Plan. The 2013 Scoping Plan <br />update defines CARB’s climate change priorities for the next five years and sets the groundwork to <br />reach post-2020 goals set forth in EO S-3-05. The update highlights California’s progress toward <br />meeting the “near-term” 2020 GHG emission reduction goals defined in the original Scoping Plan. It <br />also evaluates how to align the state’s longer-term GHG reduction strategies with other state policy <br />priorities, such as for water, waste, natural resources, clean energy and transportation, and land use <br />(CARB 2014). <br />Senate Bill (SB) 97, signed in August 2007, acknowledges that climate change is an environmental <br />issue that requires analysis in CEQA documents. In March 2010, the California Resources Agency <br />(Resources Agency) adopted amendments to the state CEQA Guidelines for the feasible mitigation <br />of GHG emissions or the effects of GHG emissions. The adopted guidelines give lead agencies the <br />discretion to set quantitative or qualitative thresholds for the assessment and mitigation of GHGs <br />and climate change impacts. <br />Senate Bill (SB) 375, signed in August 2008, enhances the state’s ability to reach AB 32 goals by <br />directing CARB to develop regional GHG emission reduction targets to be achieved from passenger <br />vehicles for 2020 and 2035. In addition, SB 375 directs each of the state’s 18 major Metropolitan <br />Planning Organizations (MPO) to prepare a “sustainable communities strategy” (SCS) that contains a <br />growth strategy to meet these emission targets for inclusion in the RTP. On September 23, 2010, <br />CARB adopted final regional targets for reducing GHG emissions from 2005 levels by 2020 and 2035. <br />In September 2016, SB 32 was signed into law, formally codifying the 40 percent GHG emission <br />reduction target adopted by Governor Brown in April 2015 through an executive order (B-30-15) <br />into California legislation. SB 32 became effective on January 1, 2017 and requires the CARB to <br />develop technologically feasible and cost effective regulations to achieve the targeted 40 percent <br />GHG emission reduction. The CARB is currently working to update the Scoping Plan to provide a <br />framework for achieving the 2030 target. The CARB Scoping Plan Update has not yet been adopted <br />and the Board Hearing for the 2030 Draft Scoping Plan was originally scheduled for June 22, 2017 <br />but has been postponed indefinitely. The Scoping Plan is expected to be adopted in 2017. <br />BAAQMD Clean Air Plan <br />As detailed in the Air Quality section of this IS-MND, the Bay Area 2017 Clean Air Plan (2017 Plan) <br />provides a regional strategy to protect public health and protect the climate. Consistent with the <br />GHG reduction targets adopted by the state, the 2017 Plan lays the groundwork for a long-term <br />effort to reduce Bay Area GHG emissions 40 percent below 1990 levels by 2030 and 80 percent <br />below 1990 levels by 2050 (BAAQMD 2017a). <br />San Leandro Climate Action Plan <br />The City of San Leandro’s Climate Action Plan (CAP) is based on the Local Governments for <br />Sustainability (ICLEI) 5-Milestone process, which include conducting an inventory of city-wide <br />greenhouse gas emissions, setting a reduction target/goal, establishing a CAP, implementing a CAP, <br />and monitoring and evaluating progress. The vision of the CAP is to guide San Leandro towards a <br />sustainable future that reduces greenhouse gas emissions from current levels, while promoting <br />economic prosperity for present and future generations. The CAP seeks to both document the <br />various programs San Leandro has accomplished since 2005, as well as consider new programs and <br />338
