City of San Leandro Alvarado Commerce Center Project <br /> 70 <br />d. Would the project result in a substantial temporary or periodic increase in ambient noise levels <br />in the project vicinity above levels existing without the project? <br />Construction of the project could result in the temporary elevation of noise levels at the project site <br />and surrounding areas. The City regulates construction activities that occur after the typical work <br />day for uses adjacent to or across a street or right-of-way from a residential use (SLMC Section 4-1- <br />1115). However, the project site is located in an industrial area and is surrounded by industrial uses. <br />Table 11 identifies various construction equipment noise emission levels for different types of <br />construction equipment at distances of 50, 1,300, and 1,500 feet from the source. As shown, at the <br />nearest sensitive receptors 1,300 and 1,500 feet away, construction noise would be under 61 dBA. <br />At this level, construction noise would not be substantial compared to ambient noise levels. <br />Therefore, there would not be a substantial temporary or periodic increase in ambient noise levels <br />in the project vicinity above levels existing without the project. For a project located in an airport land use plan or, where such a plan has not been adopted, <br />within two miles of a public airport or public use airport, would the project expose people <br />residing or working in the project area to excessive noise levels? <br />f. For a project within the vicinity of a private airstrip, would the project expose people residing or <br />working in the project area to excessive noise? <br />As discussed in Section 8, Hazards and Hazardous Materials, the nearest airport to the site is the <br />Oakland International Airport, which is located three miles to the west. Although the project site is <br />located inside the Oakland International Airport Influence Area, the project site is not located inside <br />any of the eight Safety Compatibility Zones (Oakland International Airport 2010). Per the Land Use <br />Compatibility Plan, the project site is located outside of the existing noise level contours for the <br />Airport, and would not subject workers at the site to excessive noise.
