C. If the facility stores petroleum products, including mixtures with any concentration of <br />petroleum, in a quantity equal to or greater than 1,320 gallons as an aggregate of all <br />individual aboveground "tanks" equal to or greater than 55 gallons shell capacity <br />(including drums, tanks, containers, totes, oil -filled electrical equipment, oil -filled <br />manufacturing equipment and oil -filled operational equipment), the facility must comply <br />with the requirements of the CA Aboveground Petroleum Storage Act (APSA) as <br />required in Chapter 6.67 of the CA Health & Safety Code and implement a Spill <br />Prevention Control and Countermeasure Plan (SPCC) in conformance with 40 CFR 112. <br />VIII. PUBLIC WORKS SOLID WASTE & RECYCLING REQUIRMENTS <br />A. Prior to issuance of building permit, the following shall be submitted for City of San <br />Leandro Public Works Department review and approval: <br />1. Show all details and specifications for trash area/rooms located on residential floors, <br />community center, commercial office space and main trash room on ground floor. <br />Said details and specifications includes but is not limited to the dimensions of all <br />trash areas/rooms and the chute vestibules on the site plan. (Note: Alameda County <br />Industries, Inc. (ACI) is the project solid waste and recycling service provider.) <br />2. Show all the proposed sizes, numbers, and types of solid waste and recyclable <br />materials containers shall be shown on the Site Plan. For more information, see <br />Commercial Establishment Guidelines on the City website: <br />www.RecycleSanLeandro.org <br />3. Show all details and specifications for each individual unit. Each unit shall have <br />sufficient internal space dedicated to the storage and collection for trash, recyclables <br />and organics. <br />4. Show all details and specifications for the separate organics collection receptacles <br />which shall be located in trash rooms on the residential floors, for the convenience of <br />the residents. <br />B. Property shall have sufficient solid waste, recycling and organics storage capacity to <br />contain all waste generated onsite. The enclosure shall be of adequate size to <br />accommodate at least one solid waste, one recycling container. <br />C. Property shall comply with Alameda County Mandatory Recycling Ordinance#2012-01. <br />For more information, see Alameda County website: www.RecyclingRuiesAC.org <br />D. Project shall comply with all City and State construction and demolition debris recycling <br />requirements. Permit applicants shall demonstrate compliance by completing and <br />submitting an online Waste Management Plan using Green Halo Systems <br />(www.GreenHaloSystems.com) prior to permit issuance. Applicants shall submit <br />recycling and disposal receipts online and submit the waste management report before <br />scheduling the final inspection.
