In the five years from 2006 to <br />2011 the City, on average, had just under $3 million annually for its affordable housing program that <br />included first time homebuyer loans and new affordable housing production. There have also been <br />substantial reductions in grant amounts and uncertainty with regard to the CDBG and HOME programs <br />in the last five years that have also impeded the City’s ability to meet its housing and community <br />development goals.
