<br /> 119 <br /> <br /> <br /> <br />Recommendation #2: Data Center and Network Interconnects <br /> <br />The City should establish a new data center facility or room in its existing facility <br />specifically for use by the fiber-optic network and should deploy fiber patch panels and lit <br />transport equipment (WDM). This facility would act as San Leandro’s Point-of-Presence, <br />or PoP, and would include direct fiber interconnects with service and content providers. <br />The City’s success as a wholesale provider of fiber and lit transport services will be <br />dictated by the level of “connectedness” of the City data center and fiber network. <br />Connections into major data center facilities in Oakland, San Francisco and/or San Jose, <br />Santa Clara, and Palo Alto, will provide numerous points of interconnect to hundreds of <br />potential providers and content partners. A second local data center should be considered <br />when funding permits. <br /> <br />Recommendation #3: Work with Community Anchors Institutions <br /> <br />Many municipalities are finding ways to partner with their community anchors, working in <br />a collaborative effort to maximize taxpayer dollars, and prioritizing local investment into <br />local community owned infrastructure. These networks are allowing community anchors, <br />which again, are funded primarily through tax dollars, the ability to offset and manage <br />long-term operating costs. <br /> <br />Community anchors, such as schools, libraries, hospitals, and county or city facilities, all <br />have a common need and contract for the exact same types of telecom services; services <br />that can be provided over a common telecommunications platform. Point-to-point <br />connectivity (i.e., connecting a school to an administrative facility) is the most common <br />service required at the local government level and is a relatively simple service to provide, <br />in either a dark fiber configuration or using lit network services. <br /> <br />The City of San Leandro should also begin to identify public and private partnerships, <br />outside grant opportunities, and/or revenue sources from working with their community <br />partners. Broadband infrastructure grants come in many forms and having other anchor <br />partners can open new windows to help fund the project. <br /> <br />Recommendation #4: Implement Smart City Initiatives and Identify Additional <br />Community Uses <br /> <br />As each phase of the network plan is built and the City’s network is operational, the City <br />will be able to implement many of the Smart City initiatives outlined in the Smart City <br />Strategy section of this document. In addition, the network will enable San Leandro to <br />continue to build on these Smart City initiatives well into the future as new opportunities <br />arise.
