This could be done through training programs and coordination <br />between various City departments. <br /> <br />ROADMAP AND ACTION PLAN <br /> <br />The City of San Leandro has deemed fiber-optic infrastructure to be critical infrastructure <br />for the community. Through development of this Plan, we have evaluated a number of <br />options and opportunities for the City to expand its fiber-optic footprint. In the previous <br />section, there are specific recommendations the City should consider for building its fiber <br />infrastructure. From the recommendations, this Plan’s Roadmap and Action Plan provides <br />a step-by-step process the City could adopt to implement its network. Through analysis <br />of these opportunities, Magellan, in cooperation with the City of San Leandro, have <br />developed a recommended roadmap that the City can consider as they continue making <br />key investments in broadband infrastructure. <br /> <br />The broadband roadmap that has been developed outlines a step-by-step approach to <br />building San Leandro’s fiber services throughout the City. This roadmap will focus on <br />leveraging some of the existing assets and will build a plan to enable San Leandro to <br />expand its operations to connect more organizations, which may include businesses, <br />community anchors, broadband providers, and other public organizations. <br /> <br />The City must also evaluate the opportunities to leverage the light poles it owns. These <br />poles will likely provide a prime opportunity for increased wireless carrier expansion, and <br />the City must determine how to participate in this planning, and provide the necessary <br />infrastructure to support deployment, likely creating a significant revenue stream. <br /> <br />The City should look for every option available to drive down the costs of constructing this <br />network. As it has in the past, the City must use smart public policy to deploy network <br />infrastructure where possible. Alignment with the City’s capital project plans will also <br />provide additional relief to the overall project cost. <br /> <br />Through expansion of the City’s fiber network, the City will make available all additional <br />excess capacity to the market. It will accomplish this through the development of a <br />Broadband Infrastructure Program, focused on commercial utilization of the City’s fiber <br />assets. <br />Implementation of the Broadband Infrastructure Program <br /> <br />The City of San Leandro should first focus its efforts on the development of the City’s <br />Broadband Infrastructure Program. The City’s IT Division can continue efforts it has <br />begun to facilitate such a program. A BIP is intended to formalize the development of a <br />new Enterprise Fund and a new brand and marketing campaign, as well as the <br />incorporation of new policies and procedures to support the operation.
