Create a city enterprise fund to maintain proper budgets, cost accounting, and track <br />revenues generated by the program <br />San Leandro will be best served developing its broadband infrastructure program as a <br />City enterprise fund. An enterprise fund would allow the City to accurately track all capital <br />and operating expenses and revenues from the program, while keeping strict separation <br />between general fund accounts and the broadband program. <br /> <br />The City should determine if internal departments will be charged for services to “pay” for <br />the necessary infrastructure required to provide connectivity. In addition, as more <br />infrastructure is deployed, departments and devices that access the network should <br />contribute to the operation as many of these initiatives will depend highly on this program. <br /> <br />San Leandro will have many opportunities to include conduit and fiber into capital projects <br />taking place across the City. The departments managing these projects are not prepared <br />or adequately funded to include additional infrastructure that may be above and beyond <br />the basic project requirements. The City should develop a capital fund to accrue money <br />to pay for these additional “add ins” whenever a project lends itself to including conduit <br />and fiber infrastructure in the Plan. <br /> <br />The City should work to identify potential funding options for buildout of the network. San <br />Leandro would likely qualify for some state or federal programs, due to its demographics, <br />income levels, and urban nature. There are many programs for which the City could <br />qualify if it focused its efforts on serving public housing or other community-based <br />programs and facilities. In addition, as a municipality, the City has the ability to use <br />special districts to finance infrastructure programs and projects. <br />Task 7. Develop an RFP for a design/build contractor for outside-plant (OSP) O&M <br />The City will require an Operations and Maintenance (O&M) contract to install and <br />manage the fiber, conduit, and other outside plant components. This would be a unit cost <br />contract for material and labor, allowing the City to incrementally build infrastructure as <br />needed while providing maintenance to vital infrastructure during emergency outages. <br />The City will have to respond to outages and fiber cuts as quickly as possible, as most <br />services the City will provide will have stringent industry accepted service level <br />agreements tied to them. <br />Task 8. Decide on management structure <br />The City will need to make a decision regarding the appropriate management and <br />governance structure for the program. Internal resources could manage the network <br />assets, contracts, and service levels, or the City could contract with a firm to manage and
