<br /> 39 | P a g e <br />City of San Leandro, CA <br />Fiber Master Plan <br />control every light, set policies for when the lights turn off and on, monitor functionality <br />and even get text messages and email alerts to do proactive maintenance when a light <br />bulb fails. <br /> <br />This citywide IoT network effectively transforms the City into a technology platform. To <br />show its commitment to this concept, the San Leandro City Council formally signed the <br />TM Forum’s “City as a Platform Manifesto,” which outlines steps for exactly how a <br />technology platform like this can benefit a city and its residents17. <br /> <br />City Staff have already begun exploring what the City as a Platform concept can look like. <br />In summer 2017, students from Harvey Mudd College (including a San Leandro High <br />School graduate) interned with Pilot City, a San Leandro education incubator, to develop <br />a Smart Waste Monitoring pilot solution for street trash cans that connected to the City’s <br />platform. In the future, additional services can be developed that utilize this connectivity <br />network. San Leandro should continue to explore these opportunities. <br /> <br />The Strategy recommends that the City continue to explore ways to utilize the City <br />platform and develop new services that can use the communication network. It should <br />focus on trials, pilots, and proof of concept projects with low financial risk to evaluate <br />potential technologies. <br /> <br />“SMALL CELLS” AND WIRELESS CELLULAR CONNECTIVITY <br /> <br />Currently, 4G transfer speeds top out at about one gigabit per second in perfect <br />conditions. However, we rarely experience 4G’s maximum download speed since the <br />signal can be disrupted by buildings, microwaves, Wi-Fi signals, trees etc. 5G on the other <br />hand, will have much higher speeds (up to 10 gigabits per second), capacity, and <br />significantly lower latency. It will also support the thousands of connected devices being <br />introduced into our lives. The high reliability and low latency of 5G creates opportunities <br />for City Management and Public Safety to control critical services and infrastructure. <br />Cities can now connect to millions of networked devices, making real-time, intelligent, and <br />autonomous decisions. This real-time data will reduce maintenance and create greater <br />operational efficiency. 5G will bring broadband and media everywhere allowing users and <br />devices to communicate in crowded or remote areas with lightning fast broadband <br />speeds. <br /> <br />The 5G standard is officially expected to be ratified in the year 2020; however, <br />deployments are already happening18. At the same time, mobile providers are <br />supplementing their current 4G networks with small cellular base stations (“small cells”) <br />to increase bandwidth and capacity on existing networks.
