The BIP phasing is explained further below: <br />Phase 1— Develop, Brand, and Market a Broadband Infrastructure Program. San Leandro <br />will need to formalize the BIP, as previously outlined, and will need to brand and market <br />the program and services. San Leandro should build on its "Digital City" concept, driving <br />home the City's position in ensuring high-speed connectivity for all. <br />The City should take on the following tasks: <br />Task 1. Document and maintain an inventory of available assets <br />San Leandro will need to maintain an inventory of all available assets that could be <br />included in the program. The City will need to identify the fiber capacity that will be <br />required internally to support the City's operation and ultimately the capacity that will be <br />made available for potential third -party use. The capacity for available third -party use will <br />be deemed excess capacity and can be made available for lease. <br />The City currently maintains a reasonable amount of conduit and fiber strand that could <br />form as the basis for this inventory, and some of it is already in the City's GIS system. <br />Over time, the City will continue to add to the assets inventory as it continues to invest <br />and build additional infrastructure. As detailed earlier in this report, carriers are beginning <br />to lease vertical right-of-way assets from communities to provide more cellular coverage. <br />Task 2. Implement a fiber management system <br />As San Leandro considers utilizing its broadband infrastructure to enhance municipal <br />operations and for potential commercial broadband purposes, the importance of <br />documentation and record keeping for the network becomes more critical. San Leandro <br />will need to maintain accurate documentation of its existing network and document new <br />network construction as it occurs throughout the City. The system should document how <br />new network facilities are integrated into the program. Magellan recommends the City <br />establish a fiber management system to accurately document, track, and report on the <br />fiber designated for broadband applications. <br />Several vendors offer fiber management systems particularly well suited for municipal <br />fiber networks. Costs for these software packages will depend on the features San <br />Leandro requires and the professional services the City selects for implementation and <br />integration. San Leandro should begin this process as early as possible to minimize the <br />amount of data that needs to be migrated to the system. As the City builds more <br />infrastructure, the costs to migrate existing infrastructure into the system can drive the <br />overall implementation costs higher. <br />125 <br />
