Interview with Engineering & Transportation <br />Key Findings <br />• Department projects are partially funded <br />by Alameda County Transportation Division <br />each year and is usually underfunded. <br />• 5 Year grant from Alameda CTC will apply <br />$15M toward roads (still $100M behind) to <br />reduce backlog. However, rising costs have <br />both increased the backlog and reduced <br />the amount of work that can be done with <br />the grant. <br />• Alleyways are maintained by Public Works. <br />• Work done in the public right-of-way. <br />Encroachment permit polices fall under <br />municipal code. <br />• Engineering & Transportation meets with <br />all utilities once per year to review projects <br />underway and to determine challenges and <br />opportunities. <br />• LSL and BART share the same fiber cable <br />back to Oakland. <br />• Wireless and pole attachments are handled <br />through encroachment permit process. <br />• Underground Utility Fund (used to <br />underground basic utilities) is tapped out in <br />order to support E. 14th St. <br />Undergrounding. <br />Opportunities & Needs <br />• Meetings with utilities don't address join trench <br />opportunities. Need to develop a policy on <br />"moratorium on new pavement." <br />• Department has interest in dig once policy, <br />especially in conjunction with electrical <br />undergrounding. Need to first develop a clear map <br />of where they want fiber to go (network design). <br />• Fiber assets are tracked via GIS in SLAM to <br />determine where conduit goes and then referring to <br />PDF copies of maps; department would love to have <br />fiber tracking capacity. <br />• Opportunity for planning staff to handle policy <br />writing and adoption — addressing aesthetic and <br />design issues, with Engineering responsible for <br />public right-of-way issues. Public property— <br />Engineering. Private property—Planning. <br />• Need to establish a colocation48 mandate. <br />• Need policy on pole leasing (cash, trading a City <br />asset for Carrier asset, trading pole assets for fiber <br />assets, etc.). <br />• The Department currently has an informal approach <br />to assure quality development (including new <br />conduit for new development), and would like to <br />codify the process. <br />• Needs the strategic plan in order to develop fiber <br />roadmap to help them identify appropriate fiber <br />reauirements for new development. <br />48 Colocation refers to the practice by which multiple carriers attach devices to the same poles or other locations, <br />limiting the space required for multiple networks to operate in one area. <br />72 1 P <br />City of San Leandro, CA <br />Fiber Master Plan <br />
