File Number: 18-643 <br />On May 7, 2018, the City Council authorized the City Manager to execute the Program <br />Supplement Agreement No. 026-F with the State that provided HSIP design phase funding for the <br />East 14th Street and 144th Avenue HAWK Signal Project. This design phase is estimated to cost <br />$36,500. The HSIP grant will fund $32,850, while the City’s required local match for this phase is <br />$3,650. After completion of the design phase, the City must execute a second Program <br />Supplement Agreement for the construction phase of the work. <br />The City was also awarded $335,250 in the 2016-17 HSIP cycle to add a scramble pedestrian <br />signal phase to the existing signal at the East 14th Street and Joaquin Avenue intersection. With <br />the addition of the City’s required local match of $37,250, the total project budget is $372,500. <br />Scramble pedestrian signals stop all vehicular traffic to allow pedestrians to cross an intersection <br />in every direction, including diagonally, at the same time. This will be San Leandro’s second <br />scramble pedestrian signal installation in addition to the one at Bancroft Avenue and 136th <br />Avenue. The City will design and construct the signal improvements. Caltrans will continue to <br />maintain the traffic signal after construction. <br />On May 7, 2018, the City Council authorized the City Manager to execute the Program <br />Supplement Agreement No. 027-F with the State that provided HSIP design phase funding for the <br />East 14th Street and Joaquin Avenue Scramble Pedestrian Signal Project. This design phase is <br />estimated to cost $66,500. The HSIP grant will fund $59,850, while the City’s required local match <br />for this phase is $6,650. After completion of the design phase, the City must execute a second <br />Program Supplement Agreement for the construction phase of the work. <br />Analysis <br />City staff released a request for proposals for designing the East 14th Street/144th Avenue and <br />East 14th Street/Joaquin Avenue signal projects on September 13, 2018. Staff received five <br />proposals from Alta Planning + Design (Alta), Advanced Mobility Group (AMG), Kimley-Horn and <br />Associates, inc., Ruggeri-Jensen-Azur (RJA), and TJKM Transportation Consultants. <br />TJKM Transportation Consultants was selected to assist in the signal design project based on <br />responsiveness, approaches, capacity, ability, experience and references. <br />The contract with TJKM Transportation Consultants will cost $72,612 for designing the two traffic <br />signals.
