File Number: 19-015 <br />Following questions and deliberation, Vice Chair Hussey motioned to recommend City Council <br />approval of the 1388 Bancroft project with the addition of a prohibition on all short term rentals <br />and a requirement that the Parking Management Program include a preferred parking plan for <br />existing residents and homeowners. The Planning Commission voted 4-2 to recommend City <br />Council approval of the IS-MND and the project with Vice-Chair Hussey’s motion, with <br />Commissioners Collier and Baker dissenting. <br />Public Outreach <br />Two neighborhood meetings were hosted by the applicant in the Karp Room at the Main Library <br />on December 6, 2018 and January 24, 2019. Residents in the Estudillo and Broadmoor <br />Homeowners Associations were invited to attend both meetings. City staff assisted with public <br />outreach in advance of the January 24th meeting and the developer mailed notice of the meeting <br />to property owners within 500 feet of the subject property. <br />A legal advertisement for the public hearing was placed in the East Bay Times Daily Review <br />newspaper, notification letters were mailed to property owners and businesses owners within 500 <br />feet of the subject property and a public notification placard was posted on the subject property. <br />The hearing notice included a link for residents and interested parties to download and view the <br />plans and the draft IS-MND from the City’s website or review a copy in the Permit Center. Staff <br />received a significant amount of written correspondence regarding the proposed project, <br />attached to this report. <br />RECOMMENDATION <br />The Planning Commission and staff recommend City Council approval of the proposed project by <br />making the following actions: <br />A.Adopt a Resolution approving the Initial Study - Mitigated Negative Declaration and <br />Mitigation Monitoring Program for the 1388 Bancroft project; <br />B.Adopt a Resolution approving a Planned Development and Site Plan Review for 1388 <br />Bancroft project based on the attached Findings of Fact and subject to the recommended <br />Conditions of Approval. <br />C. Adopt an Ordinance rezoning the subject property, 1388 Bancroft, from Professional <br />Office (P) to Professional Office, Planned Development Overlay, P (PD). <br />ATTACHMENTS <br />Attachments to the Resolution to Adopt Planned Development and Site Plan Review <br />Findings of Fact <br />Recommended Conditions of Approval <br />Attachments to the Staff Report <br />Vicinity Map <br />Page 10 City of San Leandro Printed on 1/30/2019
