2.0 PROJECT DESCRIPTION <br />City of San Leandro 1388 Bancroft Avenue Project <br />November 2018 Initial Study/Mitigated Negative Declaration <br />2.0-11 <br />The project would provide a secured area for 48 unbundled, assigned bicycle lockers. In addition, there would be 10 public bicycle racks on Bancroft Avenue next to the main building entrance and <br />6 bicycle racks inside the parking lot gate. <br />GREENTRIP CERTIFICATION <br />The project has been evaluated for consistency with the GreenTRIP program and awarded conditional GreenTRIP certification (Rizzo 2018). GreenTRIP is a certification program for new <br />residential development that was established by TransForm, a nonprofit transportation advocacy <br />organization. GreenTRIP certifies projects that allow new residents to drive less, while increasing <br />multimodal mobility. The project meets the GreenTRIP criteria for certification due to the following: <br />• Vehicle Miles Traveled (VMT): Using a model created by the California Air Resources Board, <br />the GreenTRIP analysis determined that project residents would drive 33 miles per day per <br />household, which is 34 percent less than the Bay Area regional average. <br />• Parking: The project would include parking spaces at a ratio of 1.2 spaces per unit, which <br />is less than the maximum of 1.5 parking spaces recommended by the program. <br />• Traffic Reduction Strategy: The project would provide all parking as unbundled, which <br />separates the cost of parking from rent and saves residents who do not have vehicles the expense of a parking space that they would not use (Rizzo 2018). <br />OPEN SPACE AND LANDSCAPING <br />The project would include 12,297 square feet of open space, including 6,067 square feet of private open space and 6,230 square feet of common open space. Common open space would include a rooftop patio, a ground-floor community room, and a tot lot and sports lawn area outside <br />adjacent to the parking lot. <br />The project would also include planted areas along its street frontages, between the building and the sidewalk. These landscaped areas would include low-maintenance shrubs, perennials, and <br />grasses. <br />Currently, the project site does not have any trees but there are 9 existing street trees in the <br />sidewalk right of way, including 5 on Bancroft Avenue, 2 on Joaquin Avenue, and 2 on Estudillo Avenue. The existing street trees would be removed and replaced with 11 new street trees, <br />including 5 on Bancroft Avenue, 3 on Estudillo Avenue, and 3 on Joaquin Avenue. In addition, 5 <br />new trees would be planted on the site in the area between the courtyard and the parking lot. <br />SUSTAINABLE FEATURES <br />The project would incorporate sustainability features. The parking lot overhead covering would <br />include photovoltaic solar panels to provide power for electric vehicle charging stations for each <br />parking space. There would also be solar panels to supply electricity for all common area uses, as well as a solar domestic hot water system. <br />STORMWATER TREATMENT <br />Currently, the site is developed with 49,506 square feet of impervious area, including 38,462 square <br />feet of paved areas and 11,044 square feet of roof area.
