3.0 ENVIRONMENTAL CHECKLIST <br />1388 Bancroft Avenue Project City of San Leandro <br />Initial Study/Mitigated Negative Declaration November 2018 <br />3.0-22 <br />• Idling times shall be minimized either by shutting equipment off when not in use or reducing the maximum idling time to 5 minutes (as required by the California airborne toxics control measure, Title 13, Section 2485 of the <br />California Code of Regulations). Clear signage shall be provided for <br />construction workers at all access points. <br />• All construction equipment shall be maintained and properly tuned in accordance with manufacturers’ specifications. All equipment shall be <br />checked by a certified visible emissions evaluator. <br />• A publicly visible sign shall be posted with the telephone number and person to contact at the City regarding dust complaints. This person shall <br />respond and take corrective action within 48 hours. The air district’s phone <br />number shall also be visible to ensure compliance with applicable <br />regulations. <br />Timing/Implementation: Prior to issuance of building permits and during <br />grading and construction <br />Enforcement/Monitoring: City of San Leandro Community Development <br />Department <br />MM AQ-2 During construction activities, the project applicant and/or its contractor shall <br />ensure that all diesel-powered off-road construction equipment with more than <br />50 horsepower is EPA Tier 4 certified or retrofitted with a CARB-verified level 3 diesel particulate filter. Prior to issuance of a grading permit, the City shall ensure that grading plan notes include this requirement.
