3.0 ENVIRONMENTAL CHECKLIST <br />City of San Leandro 1388 Bancroft Avenue Project <br />November 2018 Initial Study/Mitigated Negative Declaration <br />3.0-27 <br />Historic Map Review <br />Review of the historic maps indicates that the project area was platted as part of San Leandro by 1878. The first known residence appears within the project area by 1907. A second and third <br />residence and associated ancillary buildings were built between 1917 and 1928. From 1928 to <br />1950, four residences and associated ancillary structures are added within the project area. By 1957, the residence that appears on the 1907 map and residence appearing on the 1928 map and ancillary buildings had been replaced by the office building at 1388 Bancroft Avenue. <br />Between 1958 and 1963, the office building at 1380 Bancroft Avenue was constructed, leaving <br />four residences and five ancillary buildings remaining. By 1968, all but one residence had been demolished to construct the parking lot. By 1974, only the two office buildings at 1300 and 1380 Bancroft Avenue are depicted within the project area (Thompson & West 1878; USGS 1899, 1915, <br />1946, 1953, 1968, 1974; Sanborn Map Company 1907, 1911, 1928, 1950, 1957, 1963). <br />Historical Society Consultation <br />One August 1, 2018, Michael Baker International sent a letter to the San Leandro Historical Society requesting information or concerns regarding historical resources in the project area. No response <br />has been received to date. <br />Field Survey <br />A field survey was conducted on August 2, 2018, to identify cultural resources in on the project site. Two built environment resources, 1300 Bancroft Avenue and 1380 Bancroft Avenue, were <br />identified. Field observations were documented in notes. Photographs were taken and used in <br />the California Register evaluations for the resources. <br />The project site is completely built over, obscuring ground visibility; therefore, an archaeological <br />field survey was not completed. <br />California Register of Historical Resources Evaluations <br />The buildings at 1300 and 1380 Bancroft Avenue were evaluated and recommended ineligible for listing in the California Register under Criteria 1, 2, 3, and 4 because of their lack of association with a historic context. Additionally, the properties were evaluated in accordance with Section <br />15064.5(a)(2)–(3) of the CEQA Guidelines using the criteria outlined in Section 5024.1 of the <br />California Public Resources Code. The properties are not historical resources for the purposes of CEQA. <br />Please see Attachment 3 in Appendix CUL for full property descriptions, construction history, <br />historic context, photographs, and evaluations for 1300 Bancroft Avenue and 1380 Bancroft <br />Avenue. <br />CHECKLIST DISCUSSION <br />a) No Impact. Two properties were evaluated as part of the project (at 1300 and 1380 <br />Bancroft Avenue). Neither property appears eligible for inclusion in the California Register. Therefore, no historical resources have been identified on the site, and the proposed <br />project would result in no impact. <br />b) Less Than Significant Impact with Mitigation Incorporated. While archaeological deposits <br />were not observed on the project site, potentially significant archaeological deposits
