TRANSPORTATION/TRAFFIC. Would the project: <br />a) Conflict with an applicable plan, ordinance, or <br />policy establishing measures of effectiveness for <br />the performance of the circulation system, taking <br />into account all modes of transportation including <br />mass transit and non-motorized travel and <br />relevant components of the circulation system, <br />including but not limited to intersections, streets, <br />highways and freeways, pedestrian and bicycle <br />paths, and mass transit? <br /> <br />b) Conflict with an applicable congestion <br />management program, including, but not limited <br />to level of service standards and travel demand <br />measures, or other standards established by the <br />county congestion management agency for <br />designated roads or highways? <br /> <br />c) Result in a change in air traffic patterns, including <br />either an increase in traffic levels or a change in <br />location that results in substantial safety risks? <br /> <br />d) Substantially increase hazards due to a design <br />feature (e.g., sharp curves or dangerous <br />intersections) or incompatible uses (e.g., farm <br />equipment)? <br /> <br />e) Result in inadequate emergency access? <br />f) Conflict with adopted policies, plans, or programs <br />regarding public transit, bicycle, or pedestrian <br />facilities, or otherwise decrease the performance <br />or safety of such facilities? <br /> <br />ENVIRONMENTAL SETTING <br />The project site is centrally located with access to transit services and city streets. In the vicinity of <br />the project site, Bancroft Avenue has an average daily traffic volume of between 9,200 and <br />13,100, and Estudillo Avenue has an average daily traffic volume of between 11,500 and 15,100 (San Leandro 2016a). The site is within 0.5 miles of the intersection of Estudillo Avenue and East 14th Street, where there are two major bus routes—AC Transit Routes 1 and 10—with frequencies of less <br />than 15 minutes during commute hours, and qualifies as a major transit stop. In addition, AC Transit <br />Route 40 runs adjacent to the project site along Bancroft Avenue and provides peak service every 15 minutes, and AC Transit Routes 34/35 run adjacent to the project site on Estudillo Avenue and provide peak service every 30 minutes. The site is also approximately 0.75 miles from the San <br />Leandro BART station. Estudillo and Bancroft avenues both have Class II bike lanes, which provide <br />a striped lane for one-way bicycle travel in both directions.
