City of San Leandro <br />Meeting Date: April 1, 2019 <br />Staff Report <br />Agenda Section:File Number:19-184 CONSENT CALENDAR <br />Agenda Number:8.K. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Tom Liao <br />Community Development Director <br />FINANCE REVIEW:Not Applicable <br />TITLE:Staff Report for a Resolution of the City of San Leandro City Council authorizing <br />the City Manager to Execute the Intergovernmental Collaboration Agreement to <br />Fund an Analysis of Impediments to Fair Housing Choice for Jurisdictions <br />Participating in the Alameda County HOME Consortium <br />SUMMARY AND RECOMMENDATIONS <br />Staff recommends that the City Council adopt the resolution authorizing the City Manager to take <br />all appropriate action and execute the Intergovernmental Collaboration Agreement to fund an <br />Analysis of Impediments to Fair Housing Choice for jurisdictions in the Alameda County HOME <br />Consortium. <br />BACKGROUND <br />The City of San Leandro receives an annual allocation of federal Community Development Block <br />Grant (“CDBG”) funding from the United States Department of Housing and Urban Development <br />(“HUD”). As a CDBG entitlement grant jurisdiction, HUD requires that the City prepare an <br />Analysis of Impediments to Fair Housing Choice ("AI"), a tool that is used to identify and evaluate <br />factors contributing to violation of Fair Housing law in a defined geographic area. <br />Analysis <br />In recent years HUD encouraged and provided a methodology for regional approaches to <br />address fair housing issues, including collaboration across jurisdictions and public housing <br />agencies. The City of San Leandro will work with the following jurisdictions to prepare a <br />region-wide AI: the County of Alameda, the City of Alameda, City of Berkeley, the City of Fremont, <br />the City of Hayward, the City of Livermore, the City of Oakland, the City of Pleasanton, the City of <br />Union City, the Housing Authority of the County of Alameda, the Housing Authority of the City of <br />Alameda, the Berkeley Housing Authority, the Housing Authority of the City of Livermore, and the <br />Housing Authority of the City of Oakland. <br />Page 1 City of San Leandro Printed on 3/26/2019
