IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 2019-066 RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL AUTHORIZING THE CITY MANAGER TO EXECUTE THE INTERGOVERNMENTAL AGREEMENT TO FUND AN ANALYSIS OF IMPEDIMENTS TO FAIR HOUSING CHOICE FOR JURISDICTIONS PARTICIPATING IN THE ALAMEDA COUNTY HOME CONSORTIUM WHEREAS, pursuant to the U.S. Department of Housing and Urban Development ("HUD")'s Affirmatively Furthering Fair Housing Final Rule ("AFFH Final Rule"), jurisdictions that receive HUD funding are required to submit a fair housing assessment document; and WHEREAS, the City is required to prepare an Analysis of Impediments to Fair Housing Choice ("Al"), a tool that HUD CDBG entitlement jurisdictions must prepare and use to identify and evaluate fair housing issues and factors contributing to fair housing issues in their defined geographic area; and WHEREAS, the Al encourages and provides methodology for regional approaches to address fair housing issues, including collaboration across jurisdictions and public housing agencies; and WHEREAS, the County of Alameda, the City of Alameda, the City of Berkeley, the City of Fremont, the City of Hayward, the City of Livermore, the City of Oakland, the City of Pleasanton, the City of Union City, the Housing Authority of the County of Alameda, the Housing Authority of the City of Alameda, the Berkeley Housing Authority, the Housing Authority of the City of Livermore, and the Housing Authority of the City of Oakland, are seeking to prepare a regional Al; and WHEREAS, Alameda County will act as lead agency in the development and completion of the regional Al; and WHEREAS, the cost to prepare the Al is $128,390 and the City of San Leandro's share of the cost is $2,843; and WHEREAS, the agreement between the City of San Leandro and Alameda County was presented to this City Council; and WHEREAS, the City Council is familiar with the contents thereof, and WHEREAS, the City Manager recommends approval of said agreement.
