Wastewater Capacity Charges Study <br />Section 2 <br />The value of the wastewater system is allocated among flow, BOD and SS constituents to facilitate the <br />development of capacity charge unit costs. The unit costs can be used to develop capacity charges for <br />any new connection. The cost to construct the wastewater collection components of the wastewater <br />system are proportionate to flow. The cost to construct the wastewater treatment components of the <br />wastewater system are proportionate to flow, BOD and TSS.
