2 <br /> <br /> Re: Proposed Mobile Home Park Rent Stabilization <br />Ordinance <br /> <br />I have reviewed the proposed ordinance for rent stabilization <br />of space rents in mobile home parks. I am a long-time social <br />justice activist, practicing priest, and housing and immigration <br />rights advocate, who has appeared before you at least twice <br />on the issue of rent stabilization and a moratorium, as well as <br />homelessness. I run the Oscar Romero and Simone Weil <br />Catholic Worker House in my home in Hayward, which has <br />given temporary refuge to H. John Busch, who was unlawfully <br />evicted by the Alameda County Sheriff's Office at the age of <br />81 in November of last year and jailed for a period of four <br />days. <br /> <br />I am writing to ask that you include "just cause" provisions <br />and set back the effective date of the ordinance so that what <br />happened to John Busch does not happen again. I would also <br />like you to consider a lower CPI and a moratorium. I ask this <br />for the following reasons. <br /> <br />I have been working with Our Revolution San Leandro to <br />advise mobile home park dwellers of this new ordinance and <br />of tonight's meeting. In doing this, the last place we visited <br />yesterday was Hesperian Trailer Park, located at 15263 <br />Hesperian Boulevard in San Leandro. There, Mr. Busch and I <br />spoke to a large number of residents who were eager to <br />express their view about their homes and their rights. One <br />woman, Ursuline, told me she was feeling very discouraged <br />because this home of hers was her last chance. She could not <br />in any way "afford" to live in San Leandro if her space rent <br />continued to go up.
