5 <br /> <br />There are any number of cities that have enacted or are <br />enacting rent control or stabilization measures. Richmond, <br />Alameda, Emeryville, San Francisco, San José, and <br />others. Hayward has enacted a moratorium and is discussing <br />a new ordinance tomorrow. <br /> <br />Let San Leandro do better than any of them. Prevent the <br />abuses of the housing predators that are contributing to the <br />homeless crisis. Consider that these men and women and <br />their families are San Leandro residents, San Leandro <br />taxpayers, San Leandro human beings. Consider that we <br />recently celebrated the 70th anniversary of the Universal <br />Declaration of Human Rights, which guarantees housing as a <br />human right for EVERYONE. Please do not exclude those who <br />have chosen to live in trailer homes, and who would be <br />homeless without your protection. <br /> <br />I leave you with the beautiful preamble to that declaration, to <br />which our country is a signatory. <br /> <br />Respectfully submitted, <br /> <br />Silvia A.
