City of San Leandro <br />Meeting Date: May 20, 2019 <br />Staff Report <br />Agenda Section:File Number:19-227 CONSENT CALENDAR <br />Agenda Number:8.G. <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Keith Cooke <br />Engineering & Transportation Director <br />FINANCE REVIEW:David Baum <br />Finance Director <br />TITLE:Staff Report for a Resolution of the City of San Leandro City Council to Authorize <br />Submission of a Request to the Metropolitan Transportation Commission for the <br />Allocation of Fiscal Year 2019-20 Transportation Development Act Article 3 <br />Pedestrian/Bicycle Project Funding to Install Pedestrian Improvements <br />RECOMMENDATIONS <br />Staff recommends that the City Council adopt a Resolution authorizing the City Manager to <br />submit a request to the MTC for the allocation of Fiscal Year 2019-20 Transportation <br />Development Act (TDA) Article 3 Pedestrian/Bicycle project funding to install pedestrian <br />improvements. <br />BACKGROUND <br />The Local Transportation Fund, which is a one-quarter percent sales tax in Alameda County <br />initiated by the State Legislature in 1972, funds the TDA grant program. In the nine-county Bay <br />Area region, the Metropolitan Transportation Commission (MTC) makes TDA Article 3 funds <br />available for pedestrian/bicycle purposes. Each year, the MTC allocates TDA funds to eligible <br />claimants after a review of applications from counties and congestion management agencies. <br />Alameda County is responsible for submitting an annual program of projects that are <br />implemented by each local agency in the county. The TDA funds are distributed by population. <br />Analysis <br />The City annually applies for TDA funds from the MTC for pedestrian improvements. The City is <br />entitled to $90,860 for Fiscal Year 2019-20. The TDA funds will be used to install disabled <br />access ramps and other pedestrian improvements at various locations throughout the City. The <br />work will be completed as part of the City’s Sidewalk Repair Project (2020.0060) which includes <br />requested curb ramp installations not associated with street resurfacing work along with other <br />sidewalk improvements. <br />Page 1 City of San Leandro Printed on 5/14/2019
