City of San Leandro <br />Meeting Date: June 3, 2019 <br />Resolution - Council <br />Agenda Section:File Number:19-298 CONSENT CALENDAR <br />Agenda Number: <br />TO:City Council <br />FROM:Jeff Kay <br />City Manager <br />BY:Jeff Kay <br />City Manager <br />FINANCE REVIEW:Not Applicable <br />TITLE:RESOLUTION of the City of San Leandro City Council to Authorize the City <br />Manager to Execute an Updated Emergency Medical Services First Responder <br />Advanced Life Support Services Agreement with the County of Alameda <br />WHEREAS, on November 1, 2011, the City of San Leandro (the “City”) and the County of <br />Alameda (the “County”) executed an Emergency Medical Services First Responder Advanced <br />Life Support Services Agreement (the “Agreement”) for the City to provide, and receive funding <br />for, First Responder Advanced Life Support (“FRALS”) Units and to serve as a designated <br />provider of FRALS Services; and <br />WHEREAS, on or around May 24, 2016, the City and County executed the First <br />Amendment to the Agreement (the “First Amendment”) in order to extend the term of the <br />Agreement and revise the revenue and support provided to the City for the services provided <br />under the Agreement; and <br />WHEREAS, on or around November 1, 2017, the City and County executed the Second <br />Amendment to the Agreement (the “Second Amendment”) in order to extend the term of the <br />Agreement, revise the revenue and support provided to the City for the services provided under <br />the Agreement, and transfer ownership of Alameda County Emergency Medical Services Agency <br />equipment to the City at no cost; and <br />WHEREAS, in June 2018, the City Council authorized a third amendment to the <br />Agreement (the “Third Amendment”), which extended its term to June 30, 2019. Subsequent to <br />the adoption of the Second Amendment, the City was notified by the County that the payments <br />from the County for the services provided would no longer be provided beginning in FY2018-19. <br />Those payments were a component of the County’s contract with Paramedics Plus for ambulance <br />services and are no longer applicable, so the City’s baseline budget was adjusted accordingly; <br />and <br />WHEREAS, the City and the County now desire to mutually enter into an updated <br />Page 1 City of San Leandro Printed on 5/29/2019 <br />652
